From Plans to actions

The EU Programme ‘Covenant of Mayors – Demonstration Projects’ (CoM-DeP) was developed in response to the challenges facing small municipalities of less than 200,000 residents that have signed up to the Covenant of Mayors Initiative. Sustainable Energy Action Plan (SEAP) is the key document that set out how each municipality will reach its CO2 reduction target. Many cities in the Eastern Partnership region, however, do not have the technical or financial capacity to implement these Plans. Demonstration projects show how cities can effectively turn their SEAPs into practical action.
Since 2015, 20 cities in 5 EaP countries have modernized their city street lighting, district heating systems, and thermally refurbished residential and public buildings under the EU-financed “Covenant of Mayors – Demonstration Projects” initiative, for total funding of EUR 14 mln. Currently, 15 more municipalities are implementing energy efficiency projects for total funding of more than EUR 10 mln.

Программа Европейского Союза «Соглашение Мэров – Демонстрационные проекты» (CoM-DeP) была создана в ответ на вызовы, с которыми сталкиваются небольшие города – Подписанты Соглашения Мэров с населением менее 200.000 жителей. План Действий по Устойчивому Энергетическому развитию (ПДУЭР) – ключевой документ, который предусматривают как каждый муниципалитет планирует достичь целей по снижению выбросов СО2. Многие города в регионе Восточного Партнерства не имеют надлежащего технического и финансового потенциала для внедрения своих Планов. Программа «Соглашение Мэров – Демонстрационные проекты» показывает, как города могут эффективно воплотить свои ПДУЭР в реальные проекты. 

Начиная с 2015 гожа, 20 муниципалитетов в 5 странах Восточного Партнерства модернизировали свои уличные системы освещения, системы централизированного теплоснабжения и термомодернизировали общественные и жилые здания в рамках программы «Соглашение Мэров – Демонстрационные проекты», финансированной ЕС в размере 14 млн. евро. Сейчас, еще 15 городов внедряют энергоэффективные мероприятия с общим бюджетом проектов более 10 млн. евро.

Town-size refurbishment. How Novovolynsk modernizes its energy consumption

To replace several kilometers of heat pipelines, to close the boiler house, to fully refurbish the school. In Novovolynsk they are sure that the steps towards economical and conscious energy consumption must be large-scale ones. That is why they started their progressing to the energy future with substantial changes in their own town.

A solemn opening ceremony of kindergarten No. 3 in Ašmiany was held after its large-scale refurbishment within the project ‘Implementation of Energy Efficiency Measures Aiming at Sustainable Energy Development of Ašmiany Raion of Belarus’, funded by the European Union and co-funded by Ašmiany Raion Executive Committee.
The first stage of lighting refurbishment in the city will be completed by the end of 2020
These are the first of the 4 kindergartens that are to undergo thermal refurbishment following European standards within the framework of the project ‘Energy-efficient Hnivan – energy policy aimed at sustainable development of the town of Hnivan’.
