EU-supported large-scale thermal refurbishment in the town of Hnivan: the works are being performed in two kindergartens, two more are the next on the agenda

Construction works related to the thermal refurbishment of the buildings of pre-school educational institutions No. 1 and No. 3 are actively and continually being performed in the town of Hnivan. These are the first out of 4 kindergartens in the town that are to undergo comprehensive thermal refurbishment following the European standards within the project ‘Energy Efficient Hnivan –Energy Policy for the Sustainable Development of Hnivan’.

Kindergarten #1 is under modernization

The project is funded by the European Union within the EU4Energy initiative and the program ‘Covenant of Mayors – Demonstration Projects’ and is being implemented by the Hnivan Town Council in partnership with the NGO Euroregion ‘Dniester’.

Kindergarten #3

‘The project is unique not just for our territorial community of Hnivan, but for the whole Vinnytsia region. Now thermal refurbishment of kindergartens is the key construction ground in our town, and all the residents are carefully following the events. Unfortunately, the operation of those institutions has been suspended for a period of time, since construction works pose a direct threat to the security and health of the children and the staff. The Hnivan Town Council manages to provide the residents who really make such requests with alternative places in other kindergartens of the town’, – comments the town mayor Volodymyr Kuleshov.

Construction works in the two kindergartens were launched back in October 2020. Currently, the builders have already completed the installation of new energy-saving windows and doors, replaced the roof with metal tile. Insulation of external walls and the socle in kindergarten No. 1 will continue under favorable weather conditions, while in pre-school educational institution No. 3, which is twice smaller in size, only decorative finish and façade painting remain to be performed. In the two institutions upgrading of the heating, ventilation and water sewerage systems are in their final stage. In pre-school educational institution No. 3 the builders are already actively performing internal repair works.

‘We managed to start construction works only in the 3rd year of the project implementation. They were preceded by a technical inspection of the buildings, energy audits, technical design documents were developed, examinations were performed and tenders were held. At each stage, we worked not just within the framework of the Ukrainian legislation, but in accordance with the European standards, closely cooperating with the Support Team and Austrian experts. Therefore, the process required more time than usual’, – says project coordinator Yevhen Tkach.

So far the project team is preparing for repair works in pre-school educational institutions No. 4 and No. 5, which will start after the current facilities are completed. In particular, a tender has already been launched for selecting the contractor for performing capital repairs of pre-school educational institution No. 5.
